Sticky Message
A message always stays the last one in the channel, no matter how much is written.
In the panel under: Moderation, Sticky Message
Rules, notices or a text with formatting guidelines slide up right away in an active channel and are never read again. Sticky Message solves this: the bot deletes its own message and posts it again as soon as someone writes. That way it's always at the very bottom.

React to bot messages: By default, the bot only reposts when a human writes. If you turn this on, it also reacts to other bots and webhooks.

Why there's no Message Builder here
Sticky Message already posts either a saved embed or raw text. So there's no built-in part that could be redesigned. A second editor next to it would only be confusing.
Required permissions
Send Messages, Embed Links, Manage Messages (to delete the old copy), Read Message History.
